Well maybe the nagato bio but you might not obtain the rinnegan until you prove yourself worthy :p

Also Gats, how many jutsus per turn? 3 or 2

Most probably three but the chakra system has been seriously altered. Meaning you have to be cautious of how much chakra you have.

thumbs up for that on NB its hard to run low on chakra, which extends fights for days.

So doing like 2 S rank and 1 A rank jutsus in one post would make you lose chakra really fast if keep doing it during battle?

As far as i know, only the 5 kage's are able to use S rank techniques from what i discussed with gats. As for the constant use of high level techniques, i think this will be restricted....

umm what about this new abilities and weapons that being introduced during the war?
will they be restricted only to the top members of each village?
like kiri as the 7 swords
kumo as those sage of six paths weapons(5 element fan, sealing kit(sword/gourd/rope))

That will be worked on at a later date. It's not planned to be introduced when the RP is first released.

umm may i just give you a suggestion plan i made for another RP for a war system with better organization then the all out usual berserker war
although wars wont happen for a long time, i guess the sooner the better lol

Well a war won't happen until we get more members and distribute them to villages/groups, which i don't really think will happen anytime soon but I'll keep it in mind and ask for help if needed.

alright, that just sux...It's so unfair towards the others O_O why only them, why not all members...besides there would be only 1 element to be completly mastered right ? why making 5 random people so strong, and the others not

How many s-ranks are there? only one or two official ones for each element which are barely used.

And why not other? cause only the most skilled have shown to use the most strongest. Your time on nb has made you underestimate the power of B and A ranks. Do some research and look at what damage those ranks can do.

I love the idea the kages get S rank. Also we still get A rank and B rank which had some moves I love to use like Fire Style: Flame Flower and Fire Style: Blaze Ball. Also don't underesimate the C ranks like my favorite light jutsus Lightning Release: Lightning Ball.
